"Manual systems of tendering are prone to tampering. E-tendering can be even worse, if not handled properly"
"According to Jitendra Kohli, an expert in the field of e-tendering, there are many ways to compromise transparency. For example, suppose an officer in a purchasing organisation is working in connivance with a set of suppliers and/or the e-tendering service provider. In such a scenario, a vendor could gain valuable intelligence on competitive specifications and pricing. Even the process of advertising and selling tender documents can be compromised by issuing corrigenda and amendments without properly informing all potential bidders." |
